Engaging a commissioning provider during pre-design sets the project up for success by establishing clear goals for the quality, efficiency, and functionality of your facility in the form of the Owners Project Requirements [OPR] and Basis of Design [BOD]. These documents serve as the foundation for the architect and engineering team’s work and becomes the basis for acceptance during the functional systems testing prior to project completion and occupancy.
Developing the Owner’s Project Requirements [OPR]
Your Enviros commissioning agent will lead the discussion with key project stakeholders including ownership, operations, and maintenance staff, as well as the day-to-day building users. This dialog identifies and balances key facility requirements including energy efficiency, indoor environment, resiliency, and functionality, as well as operation and maintenance concerns. Upon completion, the OPR will define the project expectations and establish the acceptance standards by capturing the functional requirements and goals.

The OPR is a living document and is regularly reviewed and confirmed or updated as the project progresses. A properly developed and updated OPR becomes the definition of success for your project.
Documenting the Basis of Design [BOD]
The BOD details the methodology, approach, and assumptions used to derive the Owner’s Project Requirements. Narratives outline the performance criteria, technical design elements, and any special requirements to meet the functional needs of the facility. Together, the OPR and BOD inform the design team. The BOD is continually updated, becoming increasingly more detailed and specific as systems are selected and the design is refined.
